    On December 5, 2025, my Declaration of Intent (Form 2-32) to run for United States Representative for District 20 was officially approved by the Texas Secretary of State under Voter ID 1071062382. Under state election laws, Independent Candidates were prohibited from gathering petition signatures until after the primary elections, which took place on March 3, 2026. I am currently petitioning for signatures to run for political office.

    About Texas’ Congressional District 20: A Vision for Economic Renewal and Leadership

    Texas’ 20th Congressional District is located entirely within Bexar County and the City of San Antonio. The district’s core spans north and south of Loop 410, stretching to the following geographic boundaries:

    Northeast: NE Loop 410 and Gault Lane

    Southwest: Grosenbacher Road and Folsom Pass

    Far South: Ocean Side and Ocean Port

    Southeast: Buchanan Boulevard and Moursund Boulevard

    Far West: Talley Road and Tillman Road

    Far East: Bandera Road and Culebra Road

    Far North: Camp Bullis Road and Grove Creek Drive

    The Need for Change and Economic Accountability

    The current 119th Congress does not conclude until noon on January 3, 2027. Despite a recent local newspaper article (San Antonio Express-News, April 20, 2026, “Bexar’s D.C. Delegation Left Weakened”) featuring quotes from a UTSA professor claiming the November 3, 2026 election is already decided, the future of District 20 belongs solely to its voters. For too long, unhelpful media narratives from local outlets, including Charter Communications Spectrum News, have overshadowed a stark reality: the District 20 economy has faced a financial decline for several decades.

    Our district needs a new United States Representative who brings superior ideas and solutions for 100% of the district people, rather than just the same 35% over and over. Texas’ District 20 representation must no longer be held hostage by a culture of secrecy among the representative, staff, and the local press.

    Breaking the Cycle of Generational Stagnation

    The incumbent has held this office since January 3, 2013—over 13 years. To put that in perspective, if you had a child born at the start of that tenure, they would be 13 years old today. Or if your child was 13 years old then, they would be 26 years old today. Ask yourself: How are you and your family doing financially? Is the younger generation on track to earn a sustainable living wage and able to save for their future retirement?

    In the first quarter of 2025, the U.S. Bureau of Labor Statistics (BLS) reported an average annual salary of $62,088, which has risen toward $86,000 in today’s market. Yet, according to data from The Hamilton Project’s vitality index for place-based policies, Bexar County’s economic growth indicators have been in decline since September 2018.

    The incumbent has been re-elected through seven consecutive election cycles without local media exposing this economic downward spiral. If my candidacy is finalized by the Texas Secretary of State, my pledge is to restore accountability to the office of Texas Congressional District 20.

    Bringing Real Wealth and Good-Paying Jobs to D20

    Aside from essential federal positions at Joint Base San Antonio (JBSA), the South Texas Medical Center, select corporate roles at USAA, and faculty positions at UTSA, the majority of available jobs in District 20 are entry-level. Entry-level positions cannot sustain generational wealth into your golden years.

    I am running to represent the backbone of our community: our blue-collar workforce, including refuge workers, dump truck drivers, cement truck drivers, Coastal Transport Company drivers, tire shop employees, and countless others. We must end the “my-office-thinks-for-you” political status quo. Extreme partisan warfare has degraded our district’s financial infrastructure, and the longer we wait to act, the harder it will be to rebound.

    My Economic Action Plan:

    • Global Investment: I will work with the federal government for financial assistance while aggressively pitching our district’s strengths to national and global industries, collaborating with high-net-worth investors, millionaires, and billionaires to bring commercial ventures to District 20. Our district also serves as a major gateway launch for labor-related immigration into the interior of our country. And yes, I will work with all U.S. investors, including Mr. Elon Musk, Mr. Jeff Bezos, etc., for the financial betterment for our district.
    • Advanced Educational Pipelines: When local media reported that a lack of four qualified meteorologists impacted the July 4, 2025, Kerr County Hill Country flood response, it highlighted a deeper issue. Despite our proximity, District 20 had not trained citizens for those professional roles. I will collaborate with local schools to implement advanced technology education starting in elementary school, focusing on Financial Literacy, Educational Technology, GPU Clusters, Digital Infrastructure (Data Centers), Autonomy, Advanced Robotics, Artificial Intelligence, and many other technological career fields and trade school careers and well enough to be employed and maintain employment going into the far future of technology.
    • True Prosperity: A thriving community should not just boast about building bigger food banks—though they provide vital relief. True economic success means our residents have the financial freedom to shop at the La Cantera complex and own the vehicles parked there, rather than just viewing them from afar.

    Congressional Committee Targets

    With a deep understanding of economics and financial markets, I will work diplomatically across the aisle to secure assignments on vital committees that directly impact our community’s pockets and security (and I have the constitutional right to request and approval to be involved for the betterment of District 20 and our country):

    • House Committee on Appropriations
    • House Committee on the Budget
    • House Committee on Financial Services
    • House Committee on Ways and Means
    • House Committee on Armed Services (To honor and protect JBSA and our defense civilian employees)

    The incumbent’s current assignments on the House Permanent Select Committee on Intelligence and the House Foreign Affairs Committee have not progressed our district economically. While they accumulate taxpayer-funded travel miles for the representative and staff, they do not benefit the majority of District 20. I will not be a stooge to extremist agendas or foreign interests—including foreign adversaries or wealthy figures residing in Communist China who seek to fuel American political division. I will be out in the field, talking directly with local businesses and remaining fully transparent, even if I am elected – unlike our current rep, I will be visiting our communities throughout. When was the last time you met our rep in our community, not often, if anytime.

    • U.S. Air Force Veteran: 20 years of honorable peacetime and wartime service (1982–2002).
    • War and contingencies: Desert Storm Veteran: Awarded the Air Force Expeditionary Service Medal for deployments to multiple military contingencies, including Operation Restore/Continue Hope in Mogadishu, Somalia. Earned The Air Force Commendation Medal for sub-supporting duties of The Battle of Mogadishu.
    • Global Infrastructure Experience: Over 50 years of total employment, including extensive global IT project management across more than 8 countries. Worked and resided in 15 countries – broad cultures knowledge.
    • International Expertise: Stationed and/or deployed across Europe, the Middle East, Southwest Asia, Latin America, the Indo-Pacific, and African nations both north and south of the Sahel region. I have been to most far east Asian nations.     • Paternal Grandparents: Immigrated from the United Mexican States in the 19th century through the Eagle Pass port of entry.
    • Maternal Grandparents: Immigrated to the United States via Europe to the Ellis Island Immigration Station.
    • My Father: A proud, lifelong San Antonian who served 20 years in the U.S. Marine Corps (1948–1968). He was a veteran of the Korean War, the Vietnam War, and participated in numerous U.S. operations such the deployment of a U.S. Marine battalion on a U.S. Navy vessel to the Bay of Pigs theater during the April 1961 invasion, and the USS Curtiss’ Operation Greenhouse atomic tests at Eniwetok atoll, Pacific Ocean.
    • My Paternal Uncles: My Uncle Ruben was a proud USMC veteran. My Uncle Ernest was a Fox Tech High School ROTC graduate who answered the call to serve in the U.S. Army, World War II; he went to boot camp at Fort Sam Houston in 1944, entered the European theater via Utah Beach, and was Killed in Action (KIA) in Nonhigny, France on November 14, 1944.
    • My Paternal Aunts: Raised beautiful families right here in San Antonio. Some of my fondest childhood memories are visiting my Aunt Minerva on Navidad Street right here in District 20.

    I was baptized at San Antonio’s historic San Fernando Cathedral. My life has been shaped by this community, but this election is not about me—it is about all of us, working together for 100% of District 20.

    My Pledge, Agenda, and Platform for Texas Congressional District 20

    If elected to represent the constituents of Texas’ 20th Congressional District, I pledge to bring professional, dignified leadership to Washington 100% of the time. No one in our community will be shamed or canceled. Every voice will be heard with respect, dignity, and a relentless pursuit of equality.

    My communications, emails, and newsletters will remain diplomatic, professional, and focused on your family’s financial well-being and real-world goals—moving far away from unproductive political rants that do nothing to build your wealth. My agenda is to create and pursue opportunities for all District 20 residents. All current Constituent Services will remain will be enforced by the Members’ Representational Allowance (MRA) statute (2 U.S.C. § 5341) and the House Code of Official Conduct (House Rule XXIII). These rules dictate how constituent services are funded, staffed, and executed.

    1. Bringing Wealth, Prosperity, and Local Innovation

    My primary calling is to bring tangible wealth and effective economic balance to District 20, “think ideas” managing and moving beyond empty political talking points to engage high-net-worth individuals, philanthropists, and financial investors from Silicon Valley and beyond.

    • District 20 Sovereign Wealth Fund: I will explore establishing a localized fund and philanthropic network to improve our district’s economic balance sheet.
    • The Jeff Bezos Academy: I will actively work to bring a Jeff Bezos Academy to our district to expand early childhood educational opportunities.
    • Advanced Defense Manufacturing: I will collaborate with the Department of Defense and private financial investors to bring a drone manufacturing facility directly into District 20, creating high-skill jobs.
    • Strengthening Consumer Protections: I will push manufacturers to provide mandatory 2-year warranties on physical goods and appliances without raising costs, mirroring consumer protections that the European Union has successfully enforced for over a decade.
    • Protecting Existing Community Infrastructure: I pledge never to cancel current approved government social programs or welfare. I will protect and advance all 18 federal community-based funding requests currently submitted to the House Appropriations Committee for District 20.

    2. Workplace Fairness and Worker Advocacy

    The political party warfare in Washington has left working families behind. I am committed to fighting for workers’ rights and robust benefits across our entire economic landscape.

    • Support for All Labor: I will advocate fiercely for workers’ rights and benefits, supporting both union and non-union employees.
    • Reforming “Employment-at-Will”: Texas is currently an employment-at-will state, meaning an employer can terminate an employee at any time, for any reason (or no reason at all), without notice. This places an unfair burden on workers. I want to bring this critical issue to light and put it to a vote of the people.
    • Addressing the Modern Wage Gap: Pre-COVID, average local entry-level wages hovered around $9.00 an hour, and while many have risen to $15.00 an hour (a 66% nominal increase), real prices and the cost of living have completely swallowed those gains. We need an economy where wages outpace inflation.
    • Out-of-city employment: I will promote education and career pathways that connect District 20 residents to well-paying jobs beyond our community—across Texas, the country, and abroad. I lived and worked outside the United States for 20 years, where I met many Americans employed throughout Europe, the Middle East, and East Asia in fields ranging from administrative support to engineering and petroleum and almost every job imaginable. In Dubai, for example, I met a New Braunfels resident working at a water park who earned three times what he would have made back home. I am often surprised by how many local high school and college graduates do not know about international career opportunities or how to pursue them. In addition to strong career options with the U.S. government, some other high-paying employers are at the Permian Basin and throughout the petroleum industry along the Texas Gulf Coast and in the Gulf of Mexico. U.S. companies also hire Americans for roles in places such as Brazil, London, Paris, Berlin, Dubai, Abu Dhabi, India, Thailand, and Singapore. Many of these positions offer strong pay and long-term growth (and many will pay the costs to move your family), giving District 20 residents the chance to build successful careers and eventually return to San Antonio to enjoy retirement at our beautiful River Walk community.
    • Paid personal leave: I will work with the Texas legislatures to enact in law mandating paid vacation and a one week paid personal leave enforced after the second year of employment.

    3. Restoring Legislative Transparency and Congressional Reform

    Washington has built a “business model of inheritance” and a culture of secrecy. I intend to work diplomatically across the aisle to implement systemic reforms to how Congress operates.

    • The Rayburn Desk Policy: To stay grounded with my team and the people I serve, my physical work desk will be located out in the open directly with my staff in the Rayburn Building. Furthermore, the main Representative’s office in Washington will be fully allocated to District 20 constituents when they visit—even making it available for local families to host birthday parties.
    • Constitutional Bylaws vs. Process Abuse: Article 1, Section 5.2 of the U.S. Constitution allows each House to determine the rules of its proceedings. However, the current “rules-based” framework is constantly abused. I will pursue strict congressional bylaws defining the main duty and ethical roles of a congressional representative that are mandated into the Constitution by a vote of the people.
    • True Transparency in Travel: I will introduce legislation mandating the public disclosure of all congressional trips, including exactly who funded them, required to be prominently displayed on the main menu of every representative’s official website.
    • Updating the Congressional Oath & Citizenship Rules: I will work to update the congressional oath of office to explicitly mandate sole loyalty and honor to the citizens of the United States – only, and when abused the member is expelled from congress. Additionally, I will push for strict requirements confirming that all congressional representatives hold only United States citizenship.
    • Reforming the Senate Filibuster: I will propose raising the Senate filibuster threshold from 60% to 65% to foster true bipartisan consensus on major national issues.
    • Exposing Congressional Elite Perks: I will bring transparency to the exceptional, taxpayer-funded perks enjoyed by federal politicians, such as the VIP treatment and pampering provided by the U.S. Air Force’s 89th Airlift Wing at Joint Base Andrews. These “beach club” environments in D.C. explain why politicians refuse to step down, even while District 20 constituents struggle on the lower end of the economic scale. All congressional perks will be posted on the main website page.
    • Caucuses: The U.S. Constitution does not mention caucuses or Congressional Member Organizations (CMOs). Our current representative often emphasizes the number of caucuses he belongs to, but members of Congress should remember that their primary responsibility is to represent their districts and constituents—not caucuses. In my view, caucus involvement can distract from that duty while providing little direct benefit to residents’ livelihoods or daily lives. Although House rules already regulate CMOs, those rules should be strengthened. Residents of District 20 cannot step away from work to attend caucus events as members of Congress often appear to do on television in the daytime while on duty. Many CMO issues addresses are also already handled by congressional committees.
    • Term Limits: I will aggressively pursue congressional term limits capped at a maximum of 12 years.

    4. Bipartisan Action on Critical Social Issues

    Local and state governments cannot fight massive social crises alone. I will work across the aisle to form dedicated, permanent Congressional Committees to address structural issues directly:

    • Committee on Affordability: Tasked with investigating and lowering the cost of living. For example, federal laws passed in 1974 mandated that manufactured homes be built on a permanent chassis. Decades later, this adds $10,000 in unnecessary costs in today’s market. Where has our representation been on correcting these outdated financial burdens?
    • Committee on Homelessness: To provide perpetual, federal-level support for systemic housing crises.
    • Committee on Fraud: To root out institutional financial corruption that drains public and private wealth.
    • Committee on Healthcare: Its own committee. Broad healthcare for our district citizens and nationally should be as just important for its own committee rather than having it discussed in multiple committees.
    • Hatch Act Parity and OPM for Congressional Staff: I will work to classify all congressional staff members as U.S. taxpayer-funded civil servants under the Hatch Act as Executive Branch employees and governed by U.S. Office of Personnel Management (OPM). This removes politics from these positions, preventing staff from acting as political activists for their bosses. Each staff member should have their employment Position Description governed by OPM. Example: The U.S. taxpayer pays our District 20 civil servant Communications Director and the Press Secretary a mean salary of about $130,000 per year as both job duties overlap each other – reduce one of those positions. And how many Express News articles do you read about District 20 – not many. I will work with our local media and promote our district pros and cons in a truthful manner. And how many District 20 citizens are earning $130,000 per year? Not enough – I will work hard to increase that number.

    5. Direct Constituent Engagement

    I am running to be an active, visible part of this community, not an isolated figure behind a desk or attending Washington beach club cocktail parties wearing a custom Italian made suit.

    • Quarterly Townhalls: I will host in-person townhall meetings at least once every quarter.
    • “Hear My Story” Socials: Beyond traditional townhalls, I will introduce unique community storytelling events where District 20 residents have the floor to share their personal experiences, struggles, and triumphs so we can build genuine mutual understanding.
    • Unifying Government Access: I will build deep working relationships across all of Congress and with the Executive Branch—regardless of which political party holds the White House—to ensure District 20 has a direct line to the Oval Office. I will personally attend every annual State of the Union Address in good faith to diplomatically represent our community.

    6. Digital Infrastructure, Health, and Social Security

    • Social Security Financial Literacy: I will work with Congress to mandate a permanent “Financial Tips Section” directly on the main page of the Social Security Website via legislative action, ensuring it cannot be easily removed by a future Executive Order.
    • Secure Medical Storage: To protect your private health data, doctor’s offices should be authorized to utilize the federal government’s highly secure, dedicated HIPAA storage server terminals.
    • Honoring Our Heroes: I will work alongside Congress and the Executive Branch to ensure Fort Hood remains permanently and proudly named Fort Cavazos to honor our military legacy.

    7. Investigating Corporate and Market Monopolies

    We must openly debate and confront the economic forces driving up prices for everyday consumers:

    Entertainment and Media Disparities: Since the 1970s, the revenue shares in collective bargaining for major sports and entertainment industries have more than doubled, pushing the costs directly onto consumers. Meanwhile, corporate television journalists command salaries upward of $1 million per month, a cost hidden inside the daily commodities we buy.

    Apply an interest rate cap in Texas, the current sky-high interest rate is unsustainable for our banking credit cards to pawn shop loans to payday loans.

    All televised professional sports games should be free of charge regardless of the media medium. The U.S taxpayer funds all professional sports in some way shape or form.

    Why does a mango cost $1.00 to $1.50 at our local supermarket when the buyer pays farmers abroad only $0.05? If local supermarkets are also making substantial profits from U.S. government assistance programs, why are consumers still paying as much as $1.50 for a single mango?

    Private equity investors are buying up more assets, driving up prices, and using their influence in each executive branch rotation, to protect their financial interests while workers’ pay the high profitable price. Do you know what private equity is? Most apartment complexes in District 20 are owned by private equity firms, and many insurance companies are too. Even the San Antonio Spurs are owned by private equity. Private equity firms continue to grow richer and more powerful.

    Website “Marketing Cookies” should be a choice to the consumer, hence all commercial websites that utilize targeting cookies should be prompted to allow the choice to opt out.

    Many more economic subjects will be discussed about the betterment of District 20 and our nation.

    The Constitutional Role of a Representative

    According to the Congressional Research Service (CRS Report RL33686), the U.S. Constitution outlines the core qualifications for federal legislators but remains silent on their daily responsibilities. Over generations, the role has evolved to encompass four core pillars: Representation, Legislation, Constituent Service, and Communication.

    Because there is no rigid, official handbook, a representative’s priorities are shaped entirely by their own character and the expectations of their community. I refuse to follow the old path of political activism that caters to foreign adversaries, extreme agendas, or wealthy figures living in Communist China who seek to fuel American division. My sole allegiance is to you. I would be honored to earn your support as we build an economy that serves not only 35% but 100% of Texas District 20.

    Think! Your vote is yours—not the door-knocker paid $15 an hour to persuade you, the texter telling you how to vote, the fear-based flyers, the social media pages or the family member wanting you to vote their way or the highway – promoting the same under-representation representative again and again. District 20 has been facing many financial challenges that have not been fully addressed – I will address those challenges and work hard for you to resolve each of them in a manner for the betterment for you and our district. I will be proactive to all of our district needs and not just reactive and all of my effort will be for you and not what a Political Action Committee orders me to do. I am ready to meet you and work together to build a better District 20 for everyone.

    To officially secure a place on the ballot, I must collect 500 valid signatures from registered voters by June 25, 2026. Because this is a registration petition, my candidacy is pending until the Texas Secretary of State Elections Division validates these signatures.

    Per Section 141.063 of the Texas Election Code, each entry on the Independent Candidate’s Nominating Petition (Form 2-35) must be completed in person with a wet-ink signature (no digital scans or QR codes). For a signature to be considered valid and counted, the signer must provide:

    • Residence Address
    • Date of Signing
    • Date of Birth OR Voter Registration Number (Must include at least one)
